This effect has a 26-14 seconds cooldown (based on Infernal Pursuit level). Astaros' Gaze: Whenever an enemy hero blink, dashes, or is displaced within 8 units of Phoveus, the cooldown of Demonic Force will be reduced by 20% and the cooldown of his other skills will be reduced by 0.5 s
