People are still confused when they see Cyclops with Fighter Emblem and/or Queen's Wings, but the main reason that it's good and considerable is because this hero's kit involves aggression and dealing damage which can be complemented by Spell lifesteal and some tankiness.

Core ideas of the build:

-Mana management: Inspire + Impure Rage gives you a lot of mana already so no need for Book or Clock at start. Wishing Lantern also gives you some mana and the timing in the build is perfect for when you already maxed your cooldowns. You can still run out of mana if you fight very long and consecutive clashes. There are also end-game scenarios where you should buy an emergency Book or Clock if the game is very close to ending and you don't have time to go back to base.

-Cooldown: Not 45% like the usual Cyclops Mage build. It's only 35% so you're missing 10% which isn't really a big deal and Queen's Wings reduces your skill cooldowns when triggered also.

-Anti-tank trinity: Glowing wand for anti-heal and %HP burn, Divine Glaive to counter Magic Armor and Wishing Lantern to counter High HP.

-Spell lifesteal: No Concentrated Energy like the Normal Mage build but you have some of it from the Fighter Emblem and being tanky makes that little lifesteal more valuable anyway. Normal Mage Cyclops have higher spell lifesteal but no tankiness to complement or support it. You can also just focus on thinking that more damage = more spell lifesteal.

-Armor item: Every sustain Fighter build should have at least 1 armor item so you don't get destroyed by Sea Halberd. It doesn't necessarily have to be Blade Armor but it's the only armor item that gives you some offensive tool with its return damage while significantly reducing damage from heroes with Sea Halberd.

-Other items: If you don't need Divine Glaive or an armor item, you can buy 1 or 2 of the following: Blood Wings, Concentrated Energy, Brute Force, Holy Crystal or a mana item(Lightning Truncheon is considerable too).

-Battle Spell: Possible options are Vengeance, Flame Shot and Flicker. Vengeance helps you be tankier and absorb some aggression if you want to protect a squishy teammate or if you just want to maintain the Fighter feel of the hero in general. Flame Shot is good if you really need to go fully offensive, but you should definitely consider just going back to a normal Mage build in that scenario. Flicker is more of an all-around pick, but I'd argue that Vengeance is still better most of the time and you should only get Flicker if you think you need a way to escape from heroes that creates walls like Badang and Grock.

Basically, you still get all the things you need in this build like the common Mage build but this time you are tankier and can use the hero's full potential on a different point of view. You also don't have to follow this exact sequence of itemization. You can buy Glowing Wand as first item if you need to for example. The problem with a lot of Cyclops players is their obsession with cooldowns when other tools or items are needed first. There are more possible variations to this Fighter build, but this is definitely the simplest and most straightforward variation that is closest to making Cyclops like a Fighter hero without losing much of the things he does as a pure Mage.
